Building Biological Threat Reduction Networks
All outbreaks whether intentional, accidental, or natural with pandemic potential starting locally. Early detection, reporting, and response are critical at the local and regional level to mitigate the effect of these outbreaks. Therefore, it is vital that the various organizations (governmental and non-governmental) and subject matter experts connect and work collectively on challenges prior to an outbreak.
Mr. Brooks leads the Biological Threat Reduction Department within the Cooperative Threat Reduction Directorate. The Department is focused on protecting the United States and its allies from especially dangerous pathogens by collaborating with partner countries and the international community to minimize the threat of deliberate, accidental, and natural infectious disease outbreaks through enhanced biosecurity, safety, and surveillance measures.
Previously, Mr. Brooks was the Chief for the Chemical/Biological Research & Development Branch within the Science and Technology Directorate of the Department of Homeland Security. The Branch conducted research, development, testing, and evaluation in Chemical/Biological Detection as well as Chemical/Biological Attack Resiliency program areas.
The projects that his team worked on included:
- chemical detection for facility monitoring
- biological trigger and confirmer detectors for rapid response,
- biological assay development for detection and laboratory analysis,
- chemical detection and decontamination in subways, and
- wide area biological recovery and restoration.
