The Program Advocacy and Communications (PAC) team works in partnership with other teams in the Global Policy and Advocacy (GPA) division and the Program Strategy Teams (PSTs) to achieve policy and finance goals by:
• Developing and coordinating the execution of advocacy and communications strategies
• Leveraging leadership and foundation voice to implement advocacy strategies
• Developing and managing grant portfolios dedicated to achieving issue-specific policy and financing outcomes
• Directly advocating with sector leaders, government officials, influencers, and media
• Leading issue-specific communications
• Developing policy recommendations or proposals in partnership with PSTs and regional offices

Serve as a foundation leader and provide strategic leadership for a team developing and implementing policy, advocacy and communications strategies for the Global Health (GH) and Global Development (GD) divisions, working on issues including HIV, TB, malaria, neglected tropical diseases, pneumonia, enteric and diarrheal diseases, health research and development, polio, immunization, maternal newborn and child health, and family planning. Work across the foundation with the PSTs in the GH and GD divisions and the Africa and India country offices to mobilize resources from public, private and multilateral sources, support the development and implementation of effective policies, and foster public and political commitment necessary to achieve the foundation’s health program goals. Contribute to the advancement of the foundation’s mission and impact by leading a strong team and encouraging an environment of optimism, collaboration, rigor and innovation.
This role will partner with the PAC Director – Global Growth and Opportunity to co-lead the overall PAC team in the GPA division.
• Work with a strong team of PAC deputy directors and program officers to develop and implement PAC strategies that encompass a breadth of advocacy approaches (resource mobilization, policy analysis, communications, coalition building…) to maximize global impact on foundation health priorities.
• Collaborate with the GH and GD division presidents and program directors to strategically align on advocacy priorities.
• Enable partnerships with the public and private sectors to improve impact through policy, advocacy and communications.
• Ensure support and partnership across foundation teams to accomplish health advocacy and policy goals.
• Use the foundation’s position to build and deepen partnerships with governments and partners in donor and low and middle-income countries to advance program goals.
• Connect with GPA division and GH and GD program staff about opportunities and progress on critical partnerships; develop reports, reviews and summaries for key partners, including division President, CEO and Co-chairs.
• Serve as the GPA representative on the GH and GD leadership teams.
• Be a critical thought partner and provide functional expertise to program teams on investments. • Develop and maintain positive relationships with senior leadership to ensure overall success of the vision.
• Co-lead PAC portfolio and strategy reviews that reflect progress or refinements to strategic engagements. This role is accountable for the quality of the health PAC strategies and the execution of its strategic outcomes.
• Lead the PAC Health team by ensuring a strong, engaged, diverse, and inclusive team culture to achieve the organization goals in support of the foundation mission and priorities
• This role will manage leaders and individual contributors and will be responsible for hiring the talent needed to achieve our goals, ensuring successful onboarding, communication of performance expectations, creating goal alignment, integrating project and change management, giving and seeking feedback, providing mentorship, measuring progress and holding people accountable, supporting employee development, and recognizing achievements and lessons learned.
Position Reports to: President, Global Policy & Advocacy
Core Knowledge and Skills
• Strategy development and execution: guide implementation, delivery, and impact measurement of PAC health strategies. Lead execution of strategy, annual updates and future strategy development.
• Advocacy and influencing: resource mobilization, policy analysis, communications, coalition building and partnership development with diverse constituencies, including policymakers in donor and low and middle-income countries, civil society, academia, and multilateral agencies/development banks.
• Knowledge of international development principles and processes, with ability to navigate sophisticated environments.
• Demonstrate excellent leadership, intellectual quickness, creativity, curiosity, discipline and resourcefulness.
• Ability to build a strong team culture and effectively encourage and direct staff (including cross-functional teams): professional development, portfolio management, prioritization, and personnel management.
• Excellent written and oral communication skills in positions requiring communication with a broad audience representing diverse cultures.
Education and Experience
• Experience working with the public sector, especially governments in low and middleincome countries, multilateral agencies and/or the private sector.
• Experience working on health policy and financing.
• Advanced degree preferred in public policy, international relations, public health, international development or a related field with progressive senior level experience leading policy and financing initiatives in global development (preferably with a mix of service in either the public, non-profit or private sectors).
• At least 15+ years of demonstrated ability to include leadership roles, or equivalent senior level experience.
Willingness to travel up to 25-30%.
