PHIM COVID-19 EOC Technical Assistant – Malawi

I-TECH is a center in the University of Washington’s Department of Global Health. I-TECH has projects in more than 20 countries, and its worldwide staff work in partnership with local ministries of health, universities, non-governmental organizations, medical facilities, and other partners. I-TECH supports development of skilled work forces and overall health systems strengthening with a focus on sustainability and transition to local ownership. I-TECH Malawi provides technical assistance to the Malawi Ministry of Health and Population (MOHP) and its partners to support human resource development, health systems strengthening, HIV care and treatment, and HIV surveillance for epidemic control. One of the mandates given to MOHP is providing leadership and coordination platforms in the health sector for management of health response to emergencies and disasters in the country. As part of these efforts, the country established a Public Health Emergency Operations Center (PHEOC), a center which brings all responsible personnel to coordinate information and resources to a certain incident and thus strengthening the multi-sectoral coordination, preparedness and response activities. . I-TECH has been supporting playing a significant role in national surveillance efforts and the establishment of the emergency operations center (EOC) on the PHIM campus.

The EOC operates primarily in an information processing, policy and priority setting, and coordination role, and provides for supplemental assistance to districts and communities for strategic emergency response management. Assistance from the EOC may include coordinating assessment of public health and medical needs (including behavioral health and psychosocial support); public health surveillance; medical care personnel; fatality management; and medical equipment and other health supplies. During emergency response, the EOC functions in accordance with Incident Management System (IMS). The EOC provides situation awareness and collaborates with IMS to integrate data and other information for public health responders to facilitate strategic decision-making, and execution of MOHP’s response operations.

I-TECH has an outstanding opportunity for a PHIM COVID-19 EOC Technical Assistant (TA) based in Malawi.

The PHIM COVID-19 EOC TA will provide technical assistance for coordination of activities and partners of the COVID-19 EOC and collaborate with the PHIM emergency response team in planning, managing, and implementing response operations. This entails providing services to hotspot areas such as testing and prevention efforts through community-based and facility-based approaches on infection prevention and control; self-isolation; contacts tracing and case management.


Project Management, Coordination and Capacity Building
• Coordinate EOC collaboration among key internal and external partners, including MOHP, WHO, CDC, USAID and others
• Participate and support TWG meetings such as Health Emergency Technical Committee and small working groups in-country
• Coordinate with MOHP and partners to utilize existing network and infrastructure in the management of EOC operations and communication with all districts and general public through national hotline and other channels
• Enhance EOC staff capacity, by providing training opportunities to operations staff on the application of emergency policies, procedures, and processes in the respective functional areas and in the utilization of management systems and other mechanisms
• Monitor infection control practices, including on-site infection control professionals and training staff to monitor adherence to SOP and provide supportive supervision using appropriate indicators and tools

Monitoring, Reporting and Dissemination
• Coordinate with PHIM the collection, validation and management of routine COVID-19 data and transmission
• Facilitate utilization of COVID-19 data in identification of hotspots and deployment of response team for necessary action
• Integrate evidence-based emergency management processes in countries’ pre-existing/current response mechanisms and frameworks. Systems integration includes surveillance systems, case management, contact tracing, data management,?laboratory systems and workforce development systems
• Develop quarterly, semi-annual and annual workplans, budgets and reports, as required
• Develop and deliver technical presentations to key stakeholders and donor, as required

Strategic Planning and Policy Development
• Support the development/update of technical response strategy and translate technical inputs from stakeholders in to harmonized operational plan and facilitate implementation
• Contribute to designing the emergency response scale up through the planning process and review of office structure, budget, and staffing, in line with response strategy and plan of action
• Serve as key technical point person for the adaptation of international EOC policies and guidelines and facilitate approvals by PHIM and MOHP

• A Master’s Degree in Public Health or related field
• A minimum of five (5) years of relevant work experience with demonstrated experience in operations support function encompassing Program, Human resources, Logistics, Administrative services, and Technology solutions
• Work experience with disease outbreak/emergency operations in a developing country setting
• Proven M&E and/or data management skills including establishing SOPs, processes and capacity building of data management across different parts of a program
• Demonstrated negotiation, advocacy, and social mobilization skills
• Demonstrated ability to manage diverse functional groups and technical staff
• Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relations inside and outside the organization, including ministries of health
• Strong knowledge of computer applications and fluency in English
• Demonstrated commitment to valuing diversity and contributing to an inclusive working and learning environment.
• Demonstrated ability to facilitate communication between professionals in a manner that respects cultural differences and contributes to effective partnerships.

Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.

• Work experience in sub-Saharan Africa

This full-time 100 % position is based at the PHIM offices in Malawi. The Technical Assistant requires up to 10% travel to countries that often lack adequate public health and safety infrastructure. Travelers must be prepared to follow the UW and US government recommended precautions and prophylaxis for travel safety and disease prevention. The Technical Assistant requires frequent participation in early morning and late evening telephone conference calls in order to accommodate time zone differences between Seattle and its country project sites.  I-TECH operates within a grant-funded environment.   Due to this, the total amount of this position’s FTE may fluctuate based on program funding and needs.
