Program Manager/Programme Support for Global Development Technologies (GDT) Portfolio

This 11-month contract job is at Intellectual Ventures in Bellevue, Washington with an anticipated start date of January 15, 2019.

BACKGROUND:

The person they seek will support the Global Development Technologies portfolio in two important ways:

A. Program management for the Global Development Technologies Portfolio

B. Content and coordination support for the early-stage product concepts to support agricultural commodity value chains in Africa potentially affected by climate change, and support for mature projects related to agricultural value chains, the risk environment for smallholder farmers, and pests and diseases

RESPONSIBILITIES:

Programmatic Support of Global Development Technologies Projects

  • For related projects, oversee development of budgets and maintain detailed budget reporting to cover internal human resources allocation, field activities and consultants; work with Finance and the associated teams to produce monthly budget reports, projections, and manage the Portfolio budget through any necessary changes. This requires consolidating budgets from multiple project teams on a regular basis and responding to urgent requests as needed.
  • Support for field observations, concept and prototype testing, pilots etc. This will include support with field logistics and coordination in advance of travel and while teams are conducting field work
  • As needed and appropriate, attend and/or coordinate meetings by developing agenda items, sharing templates and helping to develop expository slides/budgets/MS Project files, and share notes and next steps after the meeting is held. Meetings will include the following:
  1.  Project team meetings such as those needed to develop proposals, budgets and field work plans
  2. Syncs with our Commercialization Office, lab Principal Investigators (PIs) and Research Centers, and the Program Managers for other internal groups
  3. Internal GDT team syncs held on a regular basis or in response to urgencies such as budget queries o Other topic-specific meetings with external collaborators as need emerges
  • Assist in developing, coordinating, consolidating and submitting reports, slide decks and summaries, likely to include deadline-sensitive team outputs, on monthly and quarterly bases to key collaborators. These are developed through engagement with internal Legal,
    Finance, and organizational Program Management teams as appropriate. Examples of the types of outputs expected are the following:
  1. Preparation for quarterly reviews of the Global Development Technologies portfolio, including content messaging and budget
  2. Monthly and quarterly reports on project status to key collaborators at the Bill and Melinda Gates Foundation
  3. Monthly updates on legal contract status for all contracts managed by the GDT portfolio team o Preparations for audits of SOPs and ISO standards
  4. Systems and process improvements to support efficient and effective project execution
  5. Other program management support as needed in a fast-paced workplace

Content Development for Global Development Technologies Areas of Focus

For efforts related to the interactions of climate change with agricultural commodity value chains, emphasizing water access, and prevention of post-harvest loss and detriments to human nutrition and animal health:

  • As experience allows, contribute to the scoping and development of the business and use cases for new agricultural technologies by reviewing existing literature and identifying trends that indicate potential areas for catalytic interventions
  • Present findings to GDT team and work with the team to develop stakeholder maps, value chain maps, and shortlist of areas for further investigation
  • Develop plans and present to the team to fill in gaps identified in the value chain analysis report and describe use cases for projects where specific technologies have been identified (the emphasis may be on specific geographies identified by the team, such as Ghana, Uganda, Ethiopia)
  • Develop job descriptions and manage the hiring of consultants to carry out the in-country research needed to fill the gaps identified in value chain analyses, including managing the content generated from this research
  • As needed, assist in developing and facilitating meetings with stakeholders and subject matter experts as visiting speakers, for early-stage research in topics related to smallholder farmer needs and value chains, or for workshops such as Technical Advisory Panels identifying opportunities for invention

KEY QUALIFICATIONS AND REQUIRED SKILLS:

  • Master’s degree desired (recent graduates okay) in a field relevant to program management, ideally with a focus on agriculture, international development, or economic development
  • 3+ years of experience with project analysis and/or project management, ideally in an agricultural, nutrition, sanitation, energy and/or technology related international development field
  • Demonstrated, practical experience in emerging / developing world markets with excellent cross-cultural skills and proven ability to work in and with professionals from Africa and/or Southeast Asia, ideally working in/with private sector/NGOs/government agencies and having practical knowledge of agricultural value chains, post-harvest loss prevention, and food security challenges in the low and middle income countries of these regions
  • Excellent oral communication and writing skills, demonstrated through gathering information from diverse sources such as workshops, expert interviews and academic literature about gaps in programs that can lead to concept documents and collaborator relationships for potential product development pathways comprising multiple efforts and stakeholders
  • Demonstrated poise, professionalism and confidence when working with and presenting to high-profile internal and external contacts
  • Proactive self-starter, approachable with a positive can-do attitude, excellent interpersonal skills, and scrupulous attention to detail
  • Demonstrated ability to achieve results with cross-functional teams in a highly technical business environment • High proficiency with Microsoft Project and the MS Office program suite
  • Strong preference for PMP or Scrum Master certification and experience with CRM tools and/or Agile PM solutions
