Program Officer, Noncommunicable Diseases

 PATH’s Noncommunicable Diseases (NCD) Program is an exciting program at PATH that has had substantive programming in NCDs for decades including breast and cervical cancer, diabetes, hypertension and mental health ( Our goal is to improve access to prevention, screening, and care for people living with NCDs.  PATH is the secretariat to the Coalition for Access to NCD Medicines and Products which strives to Strengthen supply chain and health systems to increase access to affordable quality-assured NCD medicines and products in LMICs; Influence policy change at global and national levels to establish an enabling environment for NCD supply security and Foster cross-sectoral collaboration to improve access to affordable NCD medicines & products. 

 PATH is currently recruiting for a Program Officer to join the NCD program team in Washington DC.  Other locations will be considered.

 The successful candidate will be a key contributor to the PATH NCD portfolio. 

 Specific NCD Portfolio responsibilities include: 

  • Provide direct support to project staff in focus countries, including program management and coordination; research; report writing; project start-up and close-out; and work plan development
  • Monitor project activities to ensure adherence to project work plans, timelines, resource allocations, and deliverable schedules via regular contact and coordination with in-country staff
  • Research, write and track proposals and business development opportunities for the program
  • Work with in-country staff to document activities and successes, and write abstracts, success stories, journal articles, or other materials to share achievements
  • Develop content for PATH communications and external events, including blogs, case studies, policy reports, fact sheets or briefs, newsletters, and PowerPoint presentations
  • Support the NCD team as Secretariat to the Coalition for Access to Medicines Products to achieve their strategic objectives and raise awareness of the work of the Coalition and its members.

 Required Experience 

  • A minimum of five years’ experience with some years in international non-communicable disease programs in/for developing countries
  • Specific technical expertise in mental health preferred
  • Masters degree in public health, health policy, or similar. Medical or nursing background preferred
  • Ability to adapt to international environments and work under various working locations and conditions
  • Strong organizational and management skills, e.g., setting priorities and completing tasks on time and on budget
  • Experience supporting coalitions of diverse stakeholders across sectors including the private sector
  • Must have experience working for or collaborating with government ministries, local and national NGOs, and/or multilateral agencies
  • Solid technical knowledge in one or more of the following areas:
    • New business development, especially proposal writing
    • Strong project planning and management capability
    • Skilled in project monitoring and evaluation techniques
    • Ability to develop and maintain close and effective relationships with partnering organizations at local, national, and international levels
  • Proven effectiveness working in a team-based environment
  • Strong productive time management
  • Ability to travel an estimated 25% of the time
  • Excellent written and verbal communication skills in English
  • Commitment to increasing the profile of NCDs in the global health field
  • Must have legal authorization to work in the United States

 Remote Work:

 PATH continues to evolve to support our employees during the COVID-19 pandemic. Currently, most of PATH’s US based positions are temporarily 100% remote, within commuting distance to our PATH offices. When PATH transitions more broadly to in-person work, we will operate with a hybrid workplace model. Hybrid employees must reside within commuting distance to one of our PATH offices. PATH’s US offices are located in Seattle, WA and Washington, D.C.

 COVID-19 Vaccine Requirement:

 PATH has instituted a COVID-19 vaccine mandate for all employees, interns, consultants, and temporary staff based in the United States. Individuals selected for job opportunities in the United States must be fully vaccinated, and show proof of vaccination status, upon hire. Individuals are considered fully vaccinated 2 weeks after their second dose in a 2-dose series, such as Pfizer or Moderna, or 2 weeks after a single-dose vaccine, such as Johnson & Johnson.
