The International Training and Education Center for Health (I-TECH) has an outstanding opportunity for a Senior Digital Health Specialist.
The International Training and Education Center for Health (I-TECH) is a center in the University of Washington’s Department of Global Health that works in partnership with the University of California, San Francisco. I-TECH has projects in more than 20 countries, and its worldwide staff work with local ministries of health, universities, non-governmental organizations, medical facilities, and other partners to support efficient, well-ordered health care systems that provide high quality care to all citizens.
The Digital Initiatives Group (DIGI) at the International Training and Education Center for Health (I-TECH) within the Department of Global Health at the University of Washington will provide services to internal and external clients to help people make informed decisions to improve health outcomes globally. DIGI promotes various technologies, with a preference for open-source software and the “global digital goods” supported by multiple donors and ministries around the world.
The Senior Digital Health Specialist is a member of the DIGI team, reporting to the Managing Director, and guides the implementation of national health information systems, which support optimal decision-making and efficient use of resources by health service providers and public health authorities. The Senior Digital Health Specialist serves as the project lead on one or more small- or large-scale projects involving health information technology and the broader enabling environment that promotes their successful integration, maintenance, and use. The position leads the design, development and deployment of these systems. This is accomplished with emphasis on appropriate, user-centered design and deployment choices, which support high quality results and use of the data and information collected. It will be this position’s responsibility to select software solutions that best serve the needs of the client.
Digital Health Product Design and Development
- Design information management systems for health services delivery, human resources for health, health policy and other areas of the health sector.
- Evaluate and identify appropriate software solutions and system technology components.
- Lead stakeholders and domain experts in the identification of key data elements and standardize data collection tools and practices, identifying and executing approaches to optimize system databases to serve program needs, which includes collaborating with software developers on database design, indexing, and performance tuning.
- Translate programmatic needs into technical and functional requirements for products through in-person assessment and observation, as well as through remote communication with stakeholders by email, phone and Skype; when appropriate, execute on or supervise software product development.
- Assist in the development and implementation of standardized patient level data exchange and aggregate data exchange protocols that are in line with international standards for health information exchange, security and confidentiality.
- Lead software testing to ensure product conforms to specifications and program needs. Guide existing and potential users to participate in the testing process, as appropriate.
- Develop written communication about information system design, digital health solutions, and implementation strategies for audiences with limited background on these topics.
Technical Project Management
- Serve as a project lead on assigned projects which includes communicating with the client and serving as a liaison between DIGI and the client.
- Coordinate with the DIGI software development team, external vendors or consultants, other stakeholders and client to meet project deliverables on time and within budget; provide oversight of the quality of work from external vendors or consultants.
- Monitor progress of tasks in task management software and provide regular reports to client.
- Maintain project documentation in shared folders including but not limited to product road map, feature requirements, technical specifications, architecture documents, testing scripts, release notes, reports, and project agreements.
Digital Health Planning and Implementation
- Provide technical assistance on health information system (HIS) strategic planning, facilitating the establishment of digital health governance structures, adoption of technical standards, development of standards of practice, and development of data management policies.
- Conduct comprehensive implementation planning including digital health technology readiness assessment, selection and configuration of hardware, installation support, and preparation for product rollout.
- Lead planning and prioritizing feature enhancements, updates, and bug fixes for digital health tools under development.
Product Assessment and Evaluation
- Collaborate with stakeholders to identify evaluative research questions about use of information systems, including questions related to process of system implementation, data quality, and data use.
- Design and carry out systematic evaluation, using qualitative and quantitative methods, to answer these evaluative questions.
- Contribute to the analysis and dissemination of evaluation findings, including recommendations for system and program improvement.
- Contribute to publications, including conference abstracts, evaluation reports, and journal publications for dissemination as needed.
- Contribute to any written deliverables for the client including work plans, quarterly reports, annual reports, white papers, and academic publications as needed
Digital Health Analysis
- Identify requirements and specifications for business intelligence (BI) tools, designing and implementing interfaces between BI tools and existing databases.
- Conduct analysis and use of routine program or clinical data and share data visualization strategies, develop analytic capacity, and disseminate information products such as dashboards with clients or project stakeholders.
- Serve as a technical resource to assigned projects and promote the DIGI value of sustainable solutions reinforced by skills transfer and training of partners, stakeholders and users.
- Collaborate with I-TECH curriculum specialists to integrate relevant content on use of information systems and data for decision making into existing curricula for health worker training.
- Design and conduct training of staff members and external stakeholders on information systems, the software development lifecycle, data collection, data quality, and data use.
- Lead development of user guides, demonstration videos, and other user training materials relevant to products under development.
- Conduct demonstrations of information systems for internal and external clients to orient users on new features.
- Master degree in Computer Science, Public Health, Public Administration, Informatics or a related field, plus 4 years of work experience in public health and/or international development.
- Demonstrated experience leading design, development, testing and implementation of various health information systems including but not limited to electronic medical records (EMRs), laboratory information management systems (LIMS), information management systems, and human resources information systems (HRIS) in low- and middle-income countries;
- Knowledge of web/internet standards, hardware and software technologies, and relational database technologies;
- Strong project management skills on technology or health information systems projects;
- Demonstrated cultural competency and an ability to work with diverse professionals in a multisite organization;
- Demonstrated ability to facilitate effective collaboration with clients;
- Strong communication abilities, including communication with both technical and non-technical audiences;
- Excellent written and verbal communication skills in English including polished public presentation skills.
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
- Flluency in one of the languages commonly encountered in the I-TECH network such as French, Portuguese, Spanish

WORKING ENVIRONMENTAL CONDITIONS
This full time position is based at the I-TECH offices at the UW in Seattle. The Senior Digital Health Specialist requires up to 20% travel to countries that often lack adequate public health and safety infrastructure. Travelers must be prepared to follow the UW and US government recommended precautions and prophylaxis for travel safety and disease prevention. The Senior Digital Health Specialist requires frequent participation in early morning and late evening telephone conference calls in order to accommodate time zone differences between Seattle and its country project sites. I-TECH operates within a grant-funded environment. Due to this, the total amount of this position’s FTE may fluctuate based on program funding and needs.
